Turris Launches Full Surplus Lines Filing Product on Its Distribution Management Platform

Turris automates the full surplus lines filing lifecycle, from diligent search affidavits to state submissions and tax payments, inside the policy admin system.

Our previous surplus lines filing solution felt outdated, and the workarounds weren't going to scale with us. Turris has the ... ability to connect directly with our systems that we were looking for. ”

LAS VEGAS, NV, UNITED STATES, September 29, 2026 /EINPresswire.com/ -- Turris today launched a full surplus lines filing product at InsureTech Connect in Las Vegas, extending its distribution management platform into the surplus lines back office. The product runs the entire surplus lines filing lifecycle and ties directly into the carrier or MGA's policy administration system or wholesaler's policy system, automating work that ties up compliance teams today: the kickoff of diligent search and diligent effort affidavits, the submission of policies to each state, and the accumulation and payment of surplus lines taxes.

Surplus lines filing is the third full workflow Turris has launched on top of distribution management, after licensing and corporate registration. Each is a complete workflow a customer can run on its own, not a feature of a larger suite, and some customers adopt only one of them. The pattern is deliberate. Once Turris is the system of record for how an insurer manages its distribution, it has the data, the integrations, and the standing to take on the next back-office process the same team is running by hand. Each workflow Turris adds is built into the core distribution management product rather than bolted on beside it.

The surplus lines product covers the full lifecycle. When a policy is bound in the connected policy administration system, Turris kicks off the required diligent search and diligent effort affidavits, submits the filing to the appropriate state, and tracks the surplus lines taxes that accrue on each transaction through to payment. Coverage spans every U.S. state, with tax rates, stamping fees, forms, and disclosures maintained by Turris so filings stay current as state rules change. Like every Turris workflow, surplus lines filing can be integrated through the customer's choice of API or MCP (Model Context Protocol), plugging into the systems and AI agents a customer already runs.

“Distribution management is where we win first, and being the system of record there earns us the right to run the workflows that sit next to it. Surplus lines filing is a process almost every one of our E&S customers was handling by hand or paying an outsourcer to handle. Now it lives inside the platform they already use to manage distribution, tied into the same policy admin system, with the tax rates and compliance guidance kept current for them.”

CARMA Cannabis Insurance is a managing general underwriter and agency focused on the cannabis insurance market, operating across all 50 states, and an early user of the new Turris product. Unsatisfied with its previous surplus lines filing solution, CARMA evaluated building a solution in-house, licensing legacy software, and outsourcing before choosing Turris to support its filing operations and integrate with its technology platform.

“Our previous surplus lines filing solution felt outdated, and the workarounds weren't going to scale with us. We looked at building it ourselves, buying legacy software, and outsourcing, but each came with tradeoffs. Turris has the tax information, compliance expertise, and ability to connect directly with our systems that we were looking for. Doug and his team are building for the future, and they're filling a gap we weren't looking to build out ourselves. That lets us focus our development on the areas where we can make the biggest difference for our brokers.”
Jacob Landman, CEO and founder, CARMA Cannabis Insurance.

Turris expects to name additional surplus lines customers in the coming weeks. The launch continues the company's expansion across the insurance back office, with each new solution built into its core distribution management product rather than sold as a separate tool.
